I often get transfer rates of 1.4 to 1.5mB/s. During peak hours typically 1 to 1.2mB/s. Sync speed as shown below
I personally think a lot of the issues are due to the ATM network Karoo use and is acting like a bottleneck. I suspect the bandwidth is there but due to ATM overheads and choke points it is not being fully utilized. Of course, max packages are shaped by traffic management and that will never change but those on Mid/Pro should be capable of getting the vast majority of their sync speed.
