Does anyone know why BT Openreach are digging around the base of all telegraph poles in my street?

Checking the wood isn't rotting, someone comes out every year or so.

I noticed last time BT Openreach looked at ours also, may be something to do with this http://www.btplc.com/News/Articles/Showarticle.cfm?ArticleID=0F67B2D6-F1D2-4178-A1C7-DADF0D92F7A9 or may be totally separate.
