As seen here Ofcom seem to be putting this into place at the end of this year untill 2014.

I'm unsure how this will effect KC customers as this article only references BT, although KC are still under the Ofcom umbrella so I would assume the same would apply.

It may discourage competition, but seeing as how the other providers would fall under the same rules, it probably won't make any difference. Anyway, the capitalists will find a way of making that money back again.

If I understand that quote right, I think what they are saying is this change will last up to 2014 beginning at the end of this year.
