Well it seems that those of us having problems (in mostly East Hull) are being throttled/capped rather than experiencing technical issues.
The FUP (to which a great many of us signed up to) is probably going to be changed. Also the limits apply to uploads as well as downloads, again despite what the FUP says which I quote here...

Whats a fair usage policy?
So that we can maintain a fast and stable network for all our users we encourage our customers to stay within 5Gb of
downloads per day
(between 8am and midnight). Its a soft limit so if a customer downloads 8Gb a day once in a month this will not incur any penalties. If, however, a customer continuously downloads way over the 5Gb for several days NextGenUs will send a warning email. If the customer continues to download excessive amounts of data NextGenUs will throttle the connection so that the customer does not affect the network for all the users.
Its about being responsible. If everyone downloads excessively the network will be affected and all customers will suffer.
If you are wishing to download large files you are free to do so between midnight and 6am as this is when the network is at its quietest and will not affect the majority of NextGenUs customers.*****************************************************
Now to me this seems pretty clear with little or no wriggle room. Especially the last line relating to downloading large files. Despite staying well within the FUP it is now apparently a matter for interpretation as to wether or not you get capped. This may well be a game changer for me. Mick takers are one thing but to change the FUP when you are clearly within it and be penalised with no warning is
