www.broadband.coopwww.onsnet.nlLooking at the bigger NGN (next generation network) local access picture, we can draw two main conclusions -
The upgrade from copper wire & electricity to fibre optics & lasers is a once in a lifetime transformation of the underlying technological infrastructure.
Local NGN access will inevitably be a natural monopoly.
Hence, the entire local community needs to be engaged in some careful and strategic thinking about how our local NGN infrastructure is owned and governed so that all local stakeholders, residents, business council and public sector alike -
Gain the maximum benefits at the least cost indefinitely.
And it is literally impossible for any public company to deliver the above as its shareholders simply will not allow it - why?
Because the interests of shareholders and local NGN subscribers are divergent and fundamentally at odds.
I am convinced that the best way to go is mutual ownership whereby everyone who is obliged to use the local natural monopoly NGN owns a stake in that enterprise.
This approach has already been shown to deliver amazing results elsewhere in Europe and there is a great opportunity for Hull to pioneer cooperative NGN in the UK.
