I'm only getting 1.5 Meg max and an engineer said it would cost £60 to get the phone line replaced. He said it might fail back then. Everytime I ring for a pizza they say my phone line is terrible???  Huh?

If there is a fault with it they will probably change it for free

If the line has a fault then it's up to KC to correct it.

The only time there would be a charge involved would be if the fault was been caused by a piece of your own equipment.

They have to state this over the phone due to legal reasons to cover themselves.

How would I know if it was my own equipment, you mean like my router?
